Sotto orders city government-wide inventory of supplies, materials

Pasig Mayor Vico Sotto last week ordered the physical inventory of the city government’s supplies and materials.

The order stemmed from a Commission on Audit report that said it could not account for more than P1.4 billion of the city’s inventories.

“As recommended by COA, we are now conducting a physical count of supplies and materials,” Sotto said. “Pending submission per department, they will not be able to get new supplies.”

In a memorandum released on July 12, Sotto ordered a moratorium on all procurement processes until all departments submitted their inventory report to the Office of the City Mayor.

Sotto said necessary supplies and materials could be procured with his approval.

The mayor quoted the report saying that “the physical existence and validity of inventories aggregating P1.464 billion cannot be ascertained” due to the “inconsistencies in the recording of acquisitions and issuances of supplies and materials.”

The report also cited the “non-reconciliation of the balances … due to improperly maintained records.”

The COA also said the report on the physical count of inventories shows a total balance of P26.550 million “only.”

Sotto said he did not talk too much about the report, for people might think that it was all going to be about politics.

“But I have vowed to you that we will be transparent. This is public information. You might ask me about this at the end of my term,” he said.
