Pasig City Mayor Vico Sotto met with Sanggunaing Kabataan (SK) chairmen on Monday, May 30, as part of the city government’s plan to strengthen its efforts in boosting SK-led programs and initiatives, according to a report by Manila Bulletin.

In his Facebook post, Sotto said the meeting’s agenda was aimed to tackle matters regarding the various projects by the SK chairpersons from sports programs to their budget processes.

He also bared that the SK also had difficulties in implementing most of its programs due to Covid-19.

“They’ve also had a hard time the last 3 years. Dahil sa pandemya, nagkulang din ang city government ng suporta sa kanila. Kaya kung ma-eextend man yung term nila ng susunod na kongreso, baka maganda na rin para mahabol natin yung ibang plano nila na hindi nagawa dahil sa Covid (Because of the pandemic, the city government didn’t have the chance to give support to them. That’s why if their terms will be extended by the 19th Congress, this will give the city government the opportunity to follow through with their plans that were delayed due to Covid),” Sotto said.

“We continue to encourage our SK to always work towards youth empowerment, to be independent and proactive, and to steer away from traditional politics,” he added.

As the youngest mayor in Metro Manila, Sotto has been recognized as one of the most proactive local government unit (LGU) leader in boosting the welfare and development of the city’s youth and empowering youth-oriented initiatives.

In June last year, Sotto aired his support for the Senate’s passage of Senate Bill 2124 or the proposed SK Reform Act. The act aims to establish reforms in SK by creating enabling mechanisms for youth participation in nation-building.

On Instagram, the mayor wrote: “Tama ito. 1. Para hindi abonado ang mga SK kagawad (This is right. 1. So that SK kagawads will not shoulder the expenses for their programs),”

Sotto said giving a monthly pay to SK officials will help promote their independence from local officials.

“2. Para hindi naka-asa sa mayor/kapitan. Dapat may automatic na allowance ang SK at walang discretion ang mayor/kapitan—nang sa gayon at mas malaya sila at hindi natin tinuturuan ang mga kabataang lider ng patronage politics (So that they will no longer be dependent on their mayors and barangay captains. They should have an allowance that is outside the discretion of the mayor or captain so they will now have more freedom and they will not be taught patronage politics),” he added.
